DEPARTMENT-WISE FUNCTIONS OF SCERT J&K

1.Department of Curriculum Development & Studies

Develop curriculum, syllabi and textbooks based on the National Curriculum Frameworks for all the stages (including pre-primary, elementary, secondary and senior-secondary) of school education and across the subject areas.

Provide core subject matter related assistance for material development and teacher training (pre-service and in-service) for all school education initiatives in the State including pre-primary, elementary, secondary and senior- secondary education (including vocational stream).

Lead the design and delivery of all state-wide in-service teacher training programmes, in coordination with School Education department, SAMAGRA Shiksha, DIETs etc. Local need based in-service teacher training can be planned and delivered by DIETs.

Constantly strive for pedagogical excellence by innovating, as well as adapting from national and international experiences, effective approaches for teacher education and school education.

Carry out action-research projects in the fields of teacher education and school education striving to be rigorous, relevant and innovative. Collaborate with other teacher-education institutions (CTEs, IASEs) and universities for the same.

Through the Department of Inclusive Education, provide support for effective mainstreaming of children with special needs and supporting inclusive pedagogies in schools. The main focus areas would be to work on understanding, analyzing and addressing intersectional issues arising due to caste, gender, religious inequities, and right from the pre-primary till senior- secondary level.

2.Department of Education in Science and Mathematics

Organize training courses and orientation courses for teachers masters, lecturers and laboratory assistants

Conduct state and National Talent Search Tests.

Organize coaching for talent search examination

Organize science seminars (District Division and state level)

Organize science exhibitions (District, division and state level).

Organize science dramas (District Division and State level)

Organize workshops to develop guidance /support material for seminars, exhibitions, fairs and dramas.

Provide technical support to the education department for purchase of science materials, equipment, chemicals, and science and math kits.

Develop support material for teachers in science/math in the light of textual content.

Develop resource Centre in science /math at council and DIETs.

Coordinate various activities related to effective teaching of science/maths amongst all the DIETs.

Develop tools and innovative experimental material in science and maths for students.

Arrange training programmes for laboratory technicians in handling, maintaining and classifying science/math experimental equipments.

To organize workshops for the development of tools/kits in science/Math

To conduct research studies related to poor performance of students in the science and mathematics streams in high and higher secondary schools.

3. Department of Education in Social Sciences, Humanities & Commerce.

To organize trainings/orientation/for teachers/lecturers for effective curricular transactions in humanities, social science and commerce.

To develop teachers support material in concerned subject

To design and equip a modular laboratory for social sciences depicting the richness of socio cultural heritage anthropology, topography and richness of natural resources of the state.

To conduct awareness programmes with regard to preservation of local environment and material resources.

To develop print material on the latest trends and techniques in teaching & learning Humanities, Social Science & Commerce.

To develop linkages with the institute concerned with preservation of socio cultural heritage local environment and natural resources.

To conduct research studies related to poor performance of students in social studies.

To develop competencies of teachers in requisite subject specific skills orientation programmes.

4. Department of Education in Languages.

Design and establish a Language Resource Laboratory and library in all languages of the state.

Develop print material on latest trends and techniques in teaching and learning languages of state, region and home.

Organize Training/Orientation for field functionaries for effective classroom transaction of languages.

Translate the text books at the primary level in different spoken languages of the state and try out their effectiveness in the field.

Develop competences of teachers in requisite language skills through orientations.

Develop tools and scripts to enhance capacities amongst children including mother tongue.

To conduct research studies related to common errors in language.

To conduct research studies to know the states of first and second language and the mother tongue in classroom transaction.

5.Department of Educational Communication Technology & Computer Science (ECT&CS)

To design and establish computer lab, at the council equipped with latest gadgets for linkages with National Global Information Technology Centers.

Establish modular design for ECT labs in all the DIETs.

Organize extensive training/orientation in the computer applications for faculty members of SCERT, DIETs and field functionaries of School Education.

Design education programmes for electronic media.

Establish film studios at SCERT for teaching through teleconferencing and EDUSAT.

Produce and telecast educational programmes through SCERT Studio,

To connect SCERT to National and International Educational agencies through internet and website.

Organize workshops for field teachers and DIET faculty to develop teaching aids at low cost out education and creative equipments.

Design and develop support material for effective use of teaching aids in class rooms.

Develop audio video cassettes for linguistic skills.

Develop linkages with State and National Educational Communication and Technology Centers.

To organize trainings/workshops for the capacity building of the teachers for using ICT in Class Room Curricular transactions of their respective Disciplines.

6.Department of Educational Planning, Monitoring and Management.

Support to Policy planning at the state level.: this can be facilitated through providing an advisory supportive role to the state government through conducting research in areas of concern for policy making and implementation at the state level and organizing orientation programme for senior level educational administrators at the state level, e.g. issue like evolving norms of setting up of educational institution, norms regarding recruitments and posting of teachers, norms for providing infrastructure facilities in educational institutions, norms regarding performance of educational institutions, etc. may become an area of concern of the institution.

The institute may conduct research studies on various aspects including evaluation research of various programmes initiated by the State Government to assess the relative effectiveness of various schemes, including the incentive scheme.

Organizing training programme, especially for educational functionaries at the district and sub- district level on various aspects related to educational planning and management and organizing seminars on areas of concern.

Developing local level capacities for undertaking school mapping exercise, micro planning activities and facilitating participatory process of educational planning and management in association with lower level administrative and academic bodies.

Improving competencies of the advisory staff to improve the efficiency of the educational institutions and the system as a whole.

Providing support in handling of data pertaining to various indicators of the educational development on which performance of district or school can be assessed.

Developing competencies for costing of educational plans and mobilization and utilization of resources including preparation of budgets.

Project planning and implementation including monitoring and evaluation of projects.

Providing professional guidance to sub-state level institutions dealing with educational planning and management.

Operationalization of the concept of decentralized planning and management through the development of training packages for its various clientele groups.

Conducting programmes which could ensure enrolment, retention and learning achievement of elementary school children through district, cluster and village based strategies.

Motivation and sensitization of functionaries as required for the various steps of UEE.

To conduct trainings of the Educational Administrators (HOIs) in the areas of Educational/Institutional Planning, Leadership aptitudes, Managerial/Management Skills.

7.Department of Teacher Education

Organize continuing in-service training and orientation programme for Teachers Administrators and Teacher Educators.

Plan, Implement, Monitor and Evaluate all Teacher Training programmes.

Organize pre-service induction training programme for freshly recruited teachers.

Organize training programmes for key resource persons

Implement latest educational technology in teaching methodology

Coordination among DIETs for providing them technical support in Teacher Trainings

Supervise school complex programmes and impart guidance.

Develop teaching learning material

Develop training packages

Undertake innovative projects for school improvement.

Develop pre-service teacher training syllabi and related training material.

Organize need based Training programmes to strengthen academic capacity of DIET faculty.

Establish academic linkages with all the agencies working for Elementary, Secondary and Higher Secondary levels of education in the state, particularly with BOSE, Universities, Colleges for Teacher Education (CTE) and Institute of Advanced studies in Education (IASE)

Establish suitable linkages with SAMAGRA Shiksha in order to help them to improve the quality of Elementary and Secondary Education at State, District, Zone and Cluster levels.

Conduct Research Studies in collaboration with different agencies and also initiate the independent research from school to school effectively through teacher Educators.

To devise/monitor/conduct/evaluate research methodologies in field situations in relation to teacher education

To devise research methodologies for evaluating, monitoring and analysis of different components of school education.

8.Department of Educational Research, Survey & Assessment

Lead and coordinate all national and state-level surveys on learning outcomes in the State e.g. NAS etc.

Conduct, co-ordinate and provide administrative and field support for all policy-research projects through activities such as research instrument/survey design, training and supervision for field data collection, data cleaning, data analysis etc.

Facilitate collaborations with local, national and international universities/institutions on educational research activities in the State.

Undertake capacity building activities, either directly or in collaboration with national/international agencies and universities, for on-going improvement in research skills of SCERT and DIET faculty.

Organize seminars and roundtables to discuss the evolving state of evidences in various issues related to school education.

To conduct research studies related to poor performance of students in social studies, Science, Maths etc.

9. Department of Population Education, Girls Education, and Early Childhood Care Education

& Education for All.

Organize Training programmes/orientation for field functionaries related to all these components.

Organize community awareness programmes.

Develop teaching learning material bridge courses and support material

Organize Child Specific Programmes, Painting Competitions, Debates and Seminars.

Organize State, District, Block, and Cluster level Seminars Exhibitions, Rallies, Debates etc on various concepts related to the Department.

Plan, implement, monitor and evaluate the programmes regarding alternative education, Girls Education, Population Education, and Early Childhood Care Education in pursuance to the programmes organized at the national level.

To provide technical support in formulating training programmes for field functionaries (Government, Non-Government agencies) related to UEE.

To provide resource support for UEE effective functioning of persons involved in UEE and achieving goals of universalization of qualities of education.

To monitor, assess and report the achievements of the programmes conducted for achieving the objectives of education for all.

To develop academic linkages and co-ordination with all the departments/institutions working for UEE.

To prepare syllabi and guidelines for organizing the play activities at the Child Play Centers, Anganwadees, etc.

To develop close linkages with ICDS run by Social Welfare Department to provide technical support in organizing the pre-school/ early childhood education centers.

To provide greater attention towards the educationally backward communities, scheduled castes, scheduled tribes & other educationally disadvantaged groups like disabled, minorities, working children, inhabitants of remote and far- flung areas.

To conduct & organize research studies to assess and analyze the achievements of agencies concerned with UEE.

To develop Pre-School Curriculum for the institutions of the State.

To conduct the Research Studies on all the aspects related to the department to improve the educational status of special focus group.

10. Department of Art Education and Vocational Education

Design curriculum for provocation and vocational courses at secondary and higher secondary stages in view of local specific trades and the latest trends in the world of work.

To design and develop Art Curriculum and course materials for Art Teachers who will teach students to express themselves through Arts.

To provide an exciting classroom experience to the students during art sessions.

Design strategies for implementing effectively socially useful productive work at elementary level in order to develop love for work dignity of labour, personality development and to prepare the children to enter the world of work.

Develop support material/module on various components of Vocational Education.

Develop the design to establish the work corner in the elementary schools and Vocational Education based labs and work centers at Secondary and Higher Secondary level.

To develop linkages with Directorate of vocational Education

Maintain a liaison between State/Private sector agencies and schools for job prospects and prepare students for undertaking such jobs viz a viz their aptitude, interest and demand.

To organize exhibitions at district and state level to exhibit the work education programs for public awareness.

To conduct research studies related to work education programs and vocational programs in schools.

To develop linkages with experts in local trades, industrial institutes, technical institutes local trade centers.

To conduct research studies to identify the vocational interests of students at secondary and higher secondary level.

To develop strategies & Instructional materials for Vocationalisation of Secondary Education in the state.

To identify and incorporate the vocational subjects at the Hr. Sec. Level.

To conduct orientation programmes/trainings for the teachers to enhance their competencies in the Art integrated approach for curricular transactions.

11.Department of Health & Physical Education and Guidance & Counseling.

To develop instructional material for Health and Physical Education.

To conduct awareness programmes about the health issues and importance of the physical Education.

To organize capacity building programs for the faculty of Health and Physical Education.

To provide guidance and counseling to the students on the issues like stress management, time management, preparation for examination etc.

To develop instructional material in the form of pamphlets, modules regarding health issues, hygiene, anxiety, depression etc

To establish guidance and counseling centers in all the Schools.

To provide trainings to the In-charge Guidance and Counseling Teachers for disseminating counseling services to the students.

To provide psychological counseling to the students thereby reducing the examination stress and fears.

12. Department of Inclusive & Special Education

To plan, implement, monitor and evaluate the programs regarding Inclusive Education and Special Education in pursuance to the programs organized at the national level.

To analyze critically the contemporary issues of special needs and inclusive education within the national and global contexts.

To enhance the capacity of the faculty to teach responsibly in their Institutions in respects of the CWSNs.

To advise policy makers on the national Educational problems and issues related to the special needs and inclusive education.

To develop curriculum and instructional materials for different levels of Educational Institutions.

To evaluate the educational policy at national and international levels concerning special needs and inclusive education.

To design educational programs on the basis of human development, individual differences and diversity.

To promote legal and policy issues and practices that support high quality education in inclusive settings and improve outcomes for individuals with special needs.

To assess and identify students with special needs and render professional services at all levels of a community.

To use scientific based methodology for research, evaluate, and improve the curriculum, instructions and interventions for students with special needs.

To undertake research and development projects in the area of special needs and inclusive education.

To participate actively in the awareness raising, capacity building and information dissemination activities undertaken in the area of special needs and inclusive education.

To develop teachers who can assess the teaching, training, therapeutic and vocational needs of children with special needs.

To provide teachers who can manage the problem behavior of children & youth with special needs.

To develop teachers who can render counseling services to the parents, caregivers, teachers etc so as to prevent the exclusion of the children & youth with special needs.

13.Library and Documentation Cell

To establish a Resource Library at SCERT & DIET levels.

To process and programme documentation within the council.

To develop linkages and maintain liaison with agencies at State, National and International level in collection, preparation, documentation and presumption of latest print material on quality education.

To collect, display and disseminate day to day education information material.

To organize training programme for library functionaries of DIETs and schools in library sciences.

To conduct research studies for improvement of libraries in schools.

To conduct research studies to assess the reading habits among the teachers & students.

To recommend non-textual material, reference books for SCERT, DIETs & School Libraries.
